1 killed, 2 injured as under-construction bridge collapses

PASIGHAT, Apr 19: The under construction RCC bridge over Sibut river near Bodak camp on Pasighat-Mariyang road (TAH) collapsed on Tuesday morning killing one labourer on the spot and leaving two other severely injured.
The dead has been identified as Mantu Payeng (35) of Boginadi, Lakhimpur district while the injured persons were Mafij Ali and Dhaniram Mili, who have been admitted to Pasighat General Hospital. Another labourer, Ranjit Hazong escaped the incident unhurt.
According to witnesses, the bridge collapsed at around 10.30 AM when four labourers were fitting shutter under the RCC structure. As many as 20 labourers were engaged in the bridge construction, but most of them were not at the site during the time of incident.
The bridge construction work is being executed by JKM Infra Projects Limited.
The administration has engaged men and machinery to recover the body of the dead while Mebo Police have reached the spot.
Kanubari Bye-election on May 16
ITANAGAR, Apr 19: Bye-election to 58-Kanaubari (ST) Assembly Constituency will be held on May 16.
The issue of notification is April 22, last date of submission of nominations is April 29 and withdrawal of candidature (s) is May 2. Scrutiny of nomination papers will be done on April 30 while counting of votes will be conducted on May 19.
The bye-election was necessitated following resignation of constituency Gabriel Denwang Wangsu.
Meanwhile, Election Commission has imposed election model code of conduct for political parties and candidates with immediate effect. The Model Code will apply to the whole of Longdinq district and shall remain effective until completion of the election. DIPR
Disaster unprepared

For the longest time, the state have been discussing about disaster management and preparedness. Forget about management, we are just not prepared to face any natural calamity. For a change, we can't blame the government for all things that go wrong but it is fair to say that government mechanism to face natural disasters is very inadequate.
When the earth shook on Jan 13, there was feeling of helplessness but at the same time, there was a realization how badly unprepared we are to face large-scale natural calamity.
A quick reality check: In twin capital towns, there are not more than 1000 hospital beds. There are no demarcated safe and unsafe areas. Few buildings have been declared unsafe including the office of the Urban Development, in Mowb II, Itanagar though half of the concrete structures in Itanagar and Naharlagun would fall under the unsafe category because of violations of building bylaws.
By Govt of Arunachal law, all buildings are supposed to be ground plus three. But hundreds of buildings have come up that is more than three storied. A disaster waiting to happen is perhaps an understatement when the govt itself violates the specifications and turn a blind eye to private individuals building houses precariously. Concrete buildings apart, there are thousands of kuctcha houses, hazardously built across the town.
Perhaps, the departments that are responsible for implementing govt laws have no clue how many buildings are unsafe and how many have been built in violation of the order in entire state. One can't expect much from the departments of Urban Development, Disaster Management to do anything elsewhere when they have not done much to regulate laws in Capital Towns itself.
Since the govt departments have gone easy, the citizens have taken full advantage of the loopholes by undermining safety measures.
There are too many examples to cite but there is a ten storied building coming up in Bank Tinali, Itanagar while a prime hotel in the middle of the town is more than six storied, minus the underground ones. Is there a department responsible to check such blatant violations to ensure safety of the citizens though one would presume that something as important as safety should not be left for the government alone to ensure.
In the congested parts of the twin capital, fire engines can't enter because every available space has been encroached upon. The story is the same in every town. It's a different story that there are not enough fire trucks in the state.
There are no ambulances with medical teams. Though the government has said that there will be helicopter at standby to reach out to those in need, natural calamities never announces its arrival beforehand. Even if there are air or land ambulances, the lengthy official process to get one will only ensure that it comes after everything is over.
Unless, there is a government as well as individual mechanism in place to demolish unsafe structures, decongest the localities and stop rampant earth cutting, let us be prepared that this state is just not ready to face any disaster. We can only hope and pray that nature will have mercy on us even though we have made one mistake after another.
The villages in Arunachal, with age old tribal building technology will perhaps endure to teach the govt and the town dwellers a thing or two on how to stay safe, if not prepared, to face natural calamities.
PPA govt is here to stay: Ringu
ITANAGAR, Apr 19: with BJP leaders impatient to form the government in the state, Kamen Ringu, Chairman CWC, People's Party of Arunachal (PPA) which is currently in power stated that PPA is here to stay.
"I would like to reiterate that PPA is here to play a much longer innings than expected. The 30 PPA legislators are intact and they are working in full unison with the Chief Minister” he said in a press statement on Tuesday after BJP leaders Tapir Gao and Tamiyo Taga said that party will form the govt in the state.
Ringu further said that leader of national parties should not create confusion in the mind of the people.
“I would like to stretch my hands of solidarity with leaders of National Parties in this state not to create confusion in the minds of the people. We should all restore peace and tranquility under any circumstances to prevent unscrupulous elements raising their heads", he said.
“I am confident that Kalikho Pul is already doing his task of rebuilding the state. It will be the wish of the common people that Pul should be given a chance to prove his word” read the PPA statement.
The Regional Parties in the State have been having traditional political relationship with the NDA in the Centre when Omak Apang, former Parliamentarian representing Arunachal Congress, the only regional party existing at that time, was accommodated as Union Minister of State, during Vajpayee regime in the Centre, the party said.
The PPA feels that there has to be a paradigm shift in our outlook and approach towards the contemporary politics vis a-vis the Centre and State relations. The PPA is highly optimistic as Prime Minister Narendra Modi always vouched for greater autonomy of all the regions in the country, thereby encouraging de-centralization of power, said its Secretary General Kaling Jerang.
Three dead, seven injured in road accident

RUKSIN, Apr 19: Three persons died and seven others severely injured in a tragic road accident at Telam, in Assam-Arunachal border on Tuesday afternoon.
The accident occurred on the National Highway-37 when the speeding Tata Sumo vehicle (no- As-07C- 7681) they were travelling in rammed into a roadside tree at Telam.
Two persons --Yimar Angu and Dagyum Angu died on the spot while Horge Angu succumbed to his injuries at Ruksin hospital. Seven other injured persons are Rejom Ingu, Kiba Ingu, Kido Nacho, Geba Ingu, Itum Jini, Renya Ingo and Lijom Ango, who have been shifted to Pasighat General Hospital.
All of them were from Jini village in West Siang district.
According to report, the victims were returning to Aalo, via Pasighat from Dipa in West Siang district.
Simen Chapori Police in Assam is taking up the case and has sent the bodies to Dhemaji Civil Hospital for post mortem.
Chief minister Kalikho Pul announced ex-gratia relief of Rs 3 lakhs for the bereaved family of the deceased, Rs 1 lakh for the critically injured and Rs 50,000 for those injured in the Tata Sumo accident. The CM also made financial contribution through his personal means for the victims.
The CM assured to extend all possible help and support. He directed the Deputy Commissioners of West and East Siang to complete the relief process by Wednesday, and accordingly has been coordinating with the Assam police for early post-mortem formalities.
Chief Minister mourned the sudden demise of the three persons and prays to almighty to bestow courage to the bereaved family members to cope up with the irreparable loss. He also wished for early recovery of injured persons, said a release for CMO.
Inactivated Polio Vaccine launched in Arunachal
ITANAGAR, Apr 19: Along with rest of the country, Arunachal Pradesh on Tuesday launched Inactivated Poliovirus Vaccine (IPV) under Routine Immunization Programme.
Hage Kojeen, Commissioner (H&FW) formally launched it at Itafort Dispensary here in presence of officers and officials of Health & Family Welfare Department.
The vaccine will be available free of cost under Routine Immunization Program along with other vaccines in all the health facilities of the State.
This vaccine is administered to infant at 14 weeks from birth along with third doses of Pentavalent and OPV. However, if missed, infant can also be administered with this vaccine up to 12 months of age.
The Commissioner advised the service providers to be dedicated in providing service to the beneficiaries so that all eligible infants are not missed. He also appealed to the parents to bring their babies to the nearest health facilities to get immunized.
ITANAGAR: Inactivated Polio Vaccine has been introduced as routine immunization across the state on Tuesday with formal administration at hospitals in various district headquarters.
At Aalo, IPV was introduced after it was formally launched at General Hospital Aalo by Additional Deputy Commissioner, Tamik Talom in a function on Tuesday.
DFWO, Dr. K. Ori highlighted on the introduction of IPV in routine immunization exercise as part of Pre-National Switch Day exercise.
DMO Marbom Basar, Dr. Linya Lollen MS, DIPRO, G. Tali, staffs and nurses, students of ANM School along with teaching faculty were present during the launching programme.
At Daporijo, National IPV programme was launched at District Hospital Daporijo by DC Komkar Dulom in presence of DMO, Dr. N. Geyi, DRCHO, Dr. G Hangkar, doctors and ASHAs of the district.
DC Komkar Dulom promised from his end that he would cooperate with the health department in any sort of such programme in the future also. He also urged all the doctors and ASHA workers of different villages to work efficiently for the betterment of health issues in the district.
DMO, Dr.N Geyi stressed for the successful implementation of the programme.
Highlighting about the IPV programme, Dr, G Hangkar said that the programme was introduced in the country for the first time and same has to be given with third dose of OPV (Oral Polio Virus) within one year of age of a child.
At Seppa, the District Health Society organized the formal launching of the introduction of IPV into Routine Immunization on Tuesday at District Hospital Seppa with ZPC Meyuk Cheda administering the first dose.
At Roing, participating in the launching programme of IPV in Lower Dibang Valley District on Tuesday, Parliamentary Secretary (PWD) Mutchu Mithi called for collective efforts of the medical team and district administration for success of the programme.
At Ziro, IPV was launched in Lower Subansiri at General Hospital, Ziro on Tuesday by Deputy Commissioner Kemo Lollen . Lauding the efforts of the medical team in diligently and effectively implementing all the health programmes in the district, he extended all possible logistic support to ensure improved health indicators of the district.
DMO Dr. Moli Riba informed that all the IPV vaccines have been already dispatched to all the CHCs and PHCs across the district.
Three and half months old Naina T. John received the first dose of IPV.
DRCHO Dr. Derin Likar informed that IPV is given by intramuscular injection and needs to be administered by a trained health worker. The inactivated polio vaccine produces antibodies in the blood to all three types of polio virus. In the event of infection these antibodies prevent the spread of the virus to the central nervous system and protect against paralysis. He added that IPV is one of the safest vaccines with no serious systematic adverse reaction.

At Bomdila, West Kameng DC, Dr. Sonal Swaroop introduced the inactivated polio vaccine at District Hospital, Bomdila in presence of DMO T.C Khrimey, Medical Superintendent, D.K Lama and other staff of the hospital.
At Changlang, Deputy Commissioner Wayong Khimhun formally launched the IPV vaccine on Tuesday at District Hospital Changlang. Liknem Techi, a fourteen week female child was the first recipient.
The DC also handed over IPV vaccine to ANMs for administration in presence of DMO, DRCHO, MS (DH), Senior Medical Officers, staff of the hospital and beneficiaries with parents. In all seven children were given IPV at District Hospital Changlang.
At Namtok in Changlang district, Primary Health Centre Namtok, MO incharge Dr. Om Pradhan highlighted about Polio, launching of IPV.
GPM Namtok Khonreng Youngja also advised the ASHAs, Anganwadi workers and womenfolk for availing the opportunity.
Among others, Kongsa GB, Domring Ngemu, ASM, Namtok, Roikam Taikam along with GBs of all the villages, government officials, public leaders and villagers attended the function. (DIPROs)
SSA teachers demand regularisation of job

ITANAGAR, Apr 19: The Central Executive Committee All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (CEC, AASSATA) has reiterated its demands for regularization of state’s SSA teachers in one go and sought immediate implementation of RTE as per revised norm for teachers.
Addressing media persons during a press conference held at the Press Club here on Tuesday, CEC, AASSATA, Vice President Nabam Dokho said that the association has placed their grievances to the GoAP many times but it has always turned its requests down citing financial issues.
‘In the 7 DPCs conducted since 2010 till Mar 2016, a total of 421 Assistant teachers have been regularized along with 171 Junior teachers,
which means an average of 98 teachers per year against the 6,500 teachers who are currently serving as SSA teachers. At this rate it will take another 67 years for all of them to get regularized,’ Dokho claimed. ‘The GoAP needs to create mechanism for regularizing all in-service SSA teachers batch–wise in one go’, he said adding that the state government’s partial attitude towards the genuine issues of the SSA teachers has compelled them to adopt a strong stance on the issue.
Informing that the Association will be launching a series of phase-wise democratic protests beginning April 28 next with a protest rally followed by a dharna in front of secretariat gate on the second week of May and indefinite pen/tool down strike till termination during the final phase of its protests from first week of June, CEC, AASSATA General Secretary, Tarak Agung Tarh said that the GoAP has been violating the MHRD RTE revised norms by neglecting its various provisions like enhancement of teachers’ salary, medical facilities, pension and other prescribed benefits which should be at par with that of regular teachers of the state.
‘The GoAP should create all posts of teachers sanctioned under SSA in state Education department which may be done in cabinet meetings or in the meeting of executive committee of SSA Rajya Mission’, Tarh further said adding that there should be no problem of funding as the GoI will be providing the budget as proposed by the GoAP as has been approved in other states like, Sikkim, Nagaland, Manipur, Haryana and Gujarat etc.
He further said that the delay in implementing the recommendations of the Opak Gao committee report which recommended enhancement of salary of the contractual teachers working under SSA at par with the initial pay structure given to the regular primary and upper primary teachers of the state government has further demoralized the teachers.
The CEC, AASSATA had earlier submitted a memorandum to the state Education Minister on Apr 7 last demanding immediate regularization of SSA teachers in one go, enhancement of salary, immediate implementation of RTE as per revised norm for teachers.
Govt. approves Core health functionaries
ITANAGAR, Apr 19: The State Government on Monday approved the updated DDO-wise and institution-wise post fixation of 13 core health functionaries for basic health services throughout the state.
The Chief Minister reviewed the manpower status of the department of Health & Family Welfare in a meeting with the Commissioner (Health & FW) and other senior officers of the department. He informed that the updated 13 core health functionaries will be expanded further to provide better health services to the people.
Rational distribution and posting of the available manpower will ensure full-functionality of all the health institutions in the state, including the sub-centres and PHC’s located in the periphery.
The CM sought the cooperation from all stakeholders for implementation of the DDO-wise and institution-wise posting of health functionaries.
All vacant posts under the department of Health & Family Welfare will be filled up at the earliest in the interest of the public service.
All administrative posts and programme posts under the department will be filled on the basis of seniority and laid down provisions of the service rules. Officers holding such posts on functional basis or officiating basis without fulfilling the seniority criteria, will be relieved of such assignments and posted in the hospitals, CHC and PHCs. Bogong Banggo to stage dharna against CHF

PASIGHAT, Apr 19: The PRI members of Bogong Banggo area of Pasighat in support of local students union is all set to stage 5-hour ‘dharna’ in front of Pasighat College of Horticulture & Forestry(CHF) on April 21 to protest against authority’s alleged denial of their genuine demands, said a press communiqué.
The PRI members of Bogong-I and Bogong-II Anchal blocks stated that the Dean of CHF, Registrar of Central Agriculture University, Imphal and its Vice-Chancellor did not pay any heed to their demands for reservation of Group ‘C’ and ‘D’ jobs for local people, who donated their lands for setting up of the institution.
The Bogong Banggo leaders submitted a memorandum to Dean of CHF at Pasighat on April 7 last urging him to take initiative for holding negotiation between University authority and Banggo leaders regarding job reservation.
The Banggo leaders had also set a one-week deadline to the CHF authority for holding negotiation, which has expired without any outcome.
Shun clan based politics: Dolo
ITANAGAR, Apr 19: Arunachal Pradesh Deputy Chief Minister Kameng Dolo gave a clarion call to the people to give up the practice of clan based politics in Arunachal Pradesh.
He said this while addressing a series of public meetings at Pejirang, Passa Valley and Pakke-Kessang circles during his second leg of home constituency visits from April 15 to 18.
He said that developmental activities in Arunachal Pradesh have taken back seat due to clan based, money and muscle power politics.
Reminding the people that Arunachal Pradesh is home to many tribes, Dolo advised the people to come out of petty politics for the sake of unity and development of the state.
“It is the root cause for corruption, division and disharmony amongst the peace loving tribal people of Arunachal Pradesh,” he said while expressing deep regret over involvement of money during election time.
The Deputy Chief Minister also spoke about the alleged misrule and financial mismanagement by the previous government.
“The purchasing power of people was depleted. There was no money circulation in the market, which had created panic and unrest among the people, the Deputy Chief Minister said. He, however, clarified that money was available in the state coffer, but the people’s pocket was made empty”. In fact, the public money was being used by the creamy layers of the society, while depriving people, he added.
Earlier, the Deputy Chief Minister inaugurated Community Health Centres at Veo, Rilloh and Pakke-Kessang and CO Office building at Taza Happa under Passa Valley circle.
During his four days official tour, Dolo announced developmental packages for three Circles. He also visited Pakro to take stock of developmental activities where he announced construction of Foot suspension bridge over Pakro river.
Since the area is known as Rice Bowl of East Kameng, he announced for undertaking Flood Management Programme (FMP) to protect the soil erosion caused due to flood waters to Wet Rice Cultivation land at Pakro village under Pijerang Circle.
On Monday, Dolo inspected the road from Pakke-Kessang to Rilloh under Trans Arunachal Highway (TAH) project.
While interacting with the Engineers, PROs and AGM of Sushee Infra and Mining Company Limited, the Deputy Chief Minister expressed his satisfaction over the progress of road/formation cutting.
When he was informed about extortion and obstruction in the progress of works by miscreants, Dolo who also is holding the charge of Home said that the law and order problem should be dealt with firm hand.
Sushee Infra and Mining Company Limited, AGM informed that the agency will complete the formation cutting from Suchung to Rilloh within a week’s time period.
Dolo was accompanied by the Head of Offices (HoDs), Public leaders, party workers, PRI leaders during the visits.
‘Clean Aalo Drive’ awards given out
AALO, Apr 19: The Clean Aalo Drive awards were given out at a function held on Monday in Aalo.
Clean Aalo Drive cash award of Rs.40000 was given to Hissam Colony for being the most beautiful colony. The second and third prizes were given out to Yoji Yora with Rs.30000 and Upper Colony with Rs.15000 respectively.
Hissam Colony which was once dreaded as Leprosy Colony under Aalo town has now bagged the most Beautiful Colony prize and is a great inspiration, and outcome of such vicious campaign on cleanliness.
The best government quarter prize of Rs.10000 was given to Dr. K. Dirchi and best private residence prize of Rs.10000 was given to Dopu Angu Riba along with trophies. The prizes were initiated and given away by Reyi City Cable Network and Reyi Multipurpose Co-operative Society.

Symposium on social harmony and rural development
TEZU, Apr 19: Lohit District Administration organised a symposium as part of “Gram Uday Se Bharat Uday Abhiyan” in order to buttress the cause of social harmony and rural development at Amik Ringya Hall on April 18.
Taking part in symposium, Lohit Deputy Commissioner Danish Ashraf called for translating the vision of Babasaheb into reality while reaching out to the people at the grassroots level.
He assured to provide full support to all the stakeholders in implementing various rural development projects.

DC reviews disaster preparedness
ZIRO, Apr 19: Lower Subansiri Deputy Commissioner Kemo Lollen while taking stock of the latest position of medicine stock, food and other relief items in the district during a coordination meeting on disaster management and preparedness in his office chamber on Tuesday urged every department to be alert and be prepared for any eventualities.
On being informed that the medical department doesn't have emergency medicine stock for any eventualities, he suggested the DDMO to write to the concern directorate to provide funds for procuring medicines.
He also suggested that workshops and mock drills should be conducted by the Disaster Management department involving all the stakeholders including PRI members who would be a part of the disaster response team. He directed the DDMO to update the District Disaster Management Plan and nominate officials by name who would lead the disaster responsive teams. He also specifically directed BSNL to improve its services and the UD Department to ensure building guidelines are strictly adhered to.
SP Tumme Amo suggested for sensitizing and involving youths and Panchayat Leaders in every village in rescue and relief operation. He also apprised the DC on the police preparedness as communication centre in any case of disaster.
DDMO Nima Drema informed that in the wake of recent earthquakes mock drills have been conducted in Padi Lailang School and will cover all the schools in the valley.

SSA salary released
ITANAGAR, Apr 19: State govt has released the pending salaries of teachers working under Sarva Siksha Abhiyan (SSA) amounting to Rs 1009.84 lakhs. The teachers had not been paid salaries since the last three months.
Chief Minister Kalikho Pul had raised the issue of pending salaries of SSA teachers with the Union Human Resource Development Minister, Smriti Irani, during his recent visit to New Delhi , said a statement from the Chief minister’s office.
Maintain RR: Forum
ITANAGAR, Apr 19: The Arunachal Civil Engineers’ Aspirant Forum has called for maintaining recruitment rule of 50:50 while recruiting Assistant Engineers/UPO claiming that all the works department in the state are not maintaining the rule. They have submitted a seven point memorandum to the chief secretary in this regard saying that the process has led to backlog in direct recruitments.
It also demanded doing away with the functional posts of AE/EE from the works department, not to promote any officer until backlog for direct recruitment is cleared, conduct of DPC, merge all the non-working engineering wings into working department with immediate effect, inclusion of all the vacancies (AE) in upcoming APPSC examination 2016 and complete ban on certificates through distance education in engineering department, which, it said violates the AICTE and CCS rules.
APCC frustrated, Gao retorts
ITANAGAR, Apr 19: Reacting to Arunachal Pradesh Congress Committee allegation that Prime Minister Narendra Modi was behind the political crisis in Arunachal Pradesh, State BJP President Tapir Gao has termed it as a sign of frustration and desperate attempt of the Congress and its leaders to divert the public attention and cover up their misrule in the state.
The state BJP supported the dissident Congress group at a much later stage when majority of legislators came out with incriminating documents against the Tuki government, state BJP President said. BJP as a national political party has performed its bounden duty of siding with the larger public sentiments, Gao added.
Saying that BJP has done no wrong and its leader Tamiyo Taga hasn't said anything new in politics, Gao endorsed the state BJP's claim to be part of the power structure.
'The very foundation of any political party is to form government and provide transparent and accountable governance,' added Gao while slamming Congress as bunch of bitter and undignified losers who are terrified of being exposed if BJP forms the government in Arunachal.
Tomo Riba Hospital resumes APCMUHIS
NAHARLAGUN, Apr 19: Tomo Riba State Hospital (TRHS), Naharlagun has resumed Arunachal Pradesh Chief Ministers Universal Health Insurance Scheme (APCMUHIS) from April 19.
The decision to restart the scheme was taken after discussion with the Commissioner Health and Family Welfare and Director of Health Services.
The APCMUHIS was withheld due to non-payment of insurance claims, informed Chief Medical Superintendent, Dr. RD Khrime.
The hospital authority urged the New India Assurance to make payment in time so that the scheme can be continued successfully.
Few common diseases which are not included in the package will not be covered by the insurance scheme, informed Dr. Khrime without naming diseases. He felt that those common diseases which are not included in the list for insurance claims needs to be included in future. DIPR

ITANAGAR, Apr 19: Flood water from Nao Dihing has entered New Silatoo, Silton Khampti, Nongkhon, Kakoni and Mahadevpur IV, destroying several paddy fields.
More than 30 houses and a govt school are under serious threats, informed Adi Students Union as it appealed for relief materials from govt of Arunachal Pradesh.
Students said that poor and helpless peoples are waiting for relief, which are yet to reach the flood affected.
RFO trainees visit Eaglenest Wildlife Sanctuary
ITANAGAR, Apr 19: A group of 29 Range Forest Officers (RFO) from the central academy for State Forest Service, Burnihat Assam visited Eaglenest Wildlife Sanctuary on April 18 and 19 as part of their training programme.
The trainees from CASFOS were accompanied by their Principal and Faculty N. Luikham and were received at the Nature Interpretation Centre of Eaglenest Wildlife Sanctuary. They were shown a short-movie about Eaglenest.
The group visited different sites within Eaglenest which were of management and biological importance.
Indi Glow, Chairman of Bugun Welfare Society, shared his experience on how the Bugun tribe have become stewards of conservation and their unique model of bird-based tourism in and around Eaglenest Wildlife Sanctuary.
Bharat Singh Hada and Yachang Kani, Range Forest Officer, Shergaon, shared information about the Eaglenest management plan which is presently being practised.
Highly impressed with the management of Eaglenest, the Principal said that they would make a visit to Eaglenest an annual feature for every batch of fresh RO recruits.
Skill development training under BADP ends
KOLRIANG, Apr 19: The 3-week-long capacity building and skill development training programme on tailoring, beauty culture and hair dressing and mobile repairing under Border Area Development Programme (BADP) concluded at Govt. Middle School, Koloriang Town here on Tuesday.
The training programme under Pradhan Mantri Kuashal Vikas Yojana was sponsored by Union Ministry of Home (Border Management) and organized by Manghi Welfare Society, Sangram and GPTI, Aalo with the District Administration of Kurung Kumey.
Nangram Niani, ZPM, L/Koloriang suggested the trainees to use the skills and knowledge they have gained from the training gainfully. She ensures to discuss and take up the matter to concerned authority for construction of Multi-Disciplinary Training Centre at District HQs. She also distributed certificates and tailoring machine sets with tool and kits to 20 selected trained youth/women of Sarli, Damin and Koloriang to start their business.
Dr. Joram Anu, District Planning Officer (Nodal Officer BADP) also spoke during the function.
Further, Gichik Yana, Anchal Chairperson, Parsiparlo attended the closing function of the 3 weeks Capacity Building and Skill Development Training Programme on Tailoring under Border Area Development Programme (BADP) which ended on Monday at Govt. Secondary School, Koloriang Parsiparlo.
She also distributed certificate and tailoring machine sets with tool kits to the 20 selected trained youth/women of Damin and Parsiparlo as beneficiaries for start-up their business. DIPRO
MLA assures protection of irrigation channel
ITANAGAR, Apr 19: Parliamentary Secretary for Industry and Agriculture Tatung Jamoh assured the Ledum villagers to take up protection of Dekam Irrigation channel with the concern authority.
He assured this when a memorandum was submitted by the villagers during his visit to the village on Tuesday.
Dekam irrigation channel is the main WRC field irrigation channel of Ledum as 90% of the WRC field depends on it. Jamoh further said that Mirem- Remi –Ledum- Bilat road repairing work would be taken up soon on priority basis.
Blood donation camp by AVYS
NAHARLAGUN, Apr 19: 71 units of blood were collected in a blood donation camp organized by Arunachal Vivekananda Yuva Shakti (AVYS) at Rajiv Gandhi University in collaboration with State Blood Transfusion Council (SBTC) and NSS unit, RGU on Tuesday.
Addressing the students of the university, Dr. Nabum Budh, Deputy Director, SBTC explained the importance of blood donation.
A total of 103 volunteers turned up for the camp for blood donation.
Since 2008, AVYS has conducted 49 blood donation camps and awareness campaigns so far and collected more than 13000 units of blood.
District Level Monitoring Committee meet
BOMDILA, Apr 19: The District Level Monitoring Committee (DLMC) meeting was held at the DC’s conference hall, Bomdila to review the implementation of ongoing developmental projects being executed under various central programmes in the district.
Initiating the meeting, West Kameng DC, Dr. Sonal Swaroop requested executing departments to update her in detail about the status of each ongoing project. She further made a mention that while executing any developmental project, the quality of works should not be compromised at any cost. She also requested all the administrative officers as well as the HoDs not to leave the district headquarter without informing her.
While presenting the status of the ongoing projects, DPO, Millo Pushang requested all the HoDs to ensure execution of works as per the time schedule, maintenance of quality works, submission of timely and correct information, including periodical report/returns, utilization certificates, etc.
The concern executing departments updated the project wise status of each ongoing project. The meeting was attended by all the sub-divisional level administrative officers and HoDs of the district. DIPRO
AdiSU demands
ITANAGAR, Apr 19: The Adi Students’ Union (AdiSU) has demanded for a full fledged circle officer at Pidi in West Siang district.
In its representation to the chief secretary, while saying that the concern CO is absent since many days creating problems for the local populace, it claimed that a LDC has taken the charge of a CO.
‘Please instruct the present CO to join the office at the earliest or make an alternative arrangement’, the letter read.
AdiSU in a separate representation to the regional manager, State Bank of India requested for opening ATM counters at Pangin and Boleng in Siang district.
It claimed that the district do not have a single ATM counter making it difficult for SBI account holders to function.
Let PDS items reach designated place: AKKDSU
ITANAGAR, Apr 19: All Kra-Daadi District Students’ Union (AKKDSU) has written to the PDS supplier of Kra-Daadi district not to issue PDS items to any of the fair price shops and sub-suppliers at Ziro or at any other places other than the designated place.
In a representation to M/S Choba Tara Multipurpose Co-operative Society, it claimed that because of picking up of the supplies mid way, real beneficiaries are deprived.
The union further warned of tough action against the supplier if it continues to supply PDS item mid way.
DHS reviews programmes
SEPPA, Apr 19: The District Health Society, West Kameng reviewed the achievement of Mission Indradhanush-III, launching of IPV and preparedness on SWITCH tOPV-bOPV on Monday.
DPM Jini Natung presented the achievements of MI-III round-one in the district with overall performance of 113% as per head count submitted.
Participating in the discussion Medical officers of CHCs and PHCs shared their experiences and difficulties mainly about road communication problems and few cases of refusal for vaccination.
Summing up the meeting the CO Takam Nicholas emphasized on more participation of church leaders, NGOs, representatives from PRI for better achievement. He assured the house for logistic help during the programmes in the form of ALCs and vehicles wherever needed. DIPRO
AOP meeting in Yingkiong
YINGKIONG, Apr 19: A meeting was held on Tuesday at the DC office conference hall on Tuesday for preparation of AOP for 34-Tuting-Yingkiong assembly constituency.
Parliamentary Secretary PHED, Alo Libang stressed on preparation of AOP on need basis and to give priority on important proposals while preparing the AOP by the respective department for successful implementation of required projects/works on time.

SBAP team in Kolkata
ITANAGAR, Apr 19: A 12-members team from Sanskar Bharati Arunachal Pradesh (SBAP) along with 36 artistes from Manipur and Assam participated in the cultural tour programme at ICCR Kolkata on April 17.
The programme aimed at promoting traditional culture, cultural integration.
The main attractions of programme were Galo and Nyishi folk dance from Arunachal, Bihu, Satriya, Bourtal from Assam and Thang-ta, Dhol Cholon and Rass from Manipur.
The festival was inaugurated by Anuradha Lohiya, Vice Chancellor Presidency University, Kolkata.
It was organised by Sanskar Bharati Poorvottar (North East) under the project Vision 2020 in collaboration with West Bengal Hosiyari Association, Paridhan Garments Park Welfare Association, West Bengal Garments Manufacturing & Dealers Association and Badridas Bogowandei Modi Seva Nidhi.
PPP training for PRI members
SEPPA, Apr 19: A one day district level session on Participatory Planning Process (PPP) of PRI members and officers of various departments was held on Tuesday at Kameng Hall, Seppa.
DPDO L. Thungon advised the PRI members to be attentive during the training enabling them to prepare proper plans at the Gram Panchayat level. He informed of the Kishan Sabha to be held at Fengche and urged the PRI members to attend the programme.
Course Director, S.W.Bagang informed that the programmes are aimed for development plan for year 2016-17 and four years perspective plan of Arunachal Pradesh and assimilation of these plans at DPC level by July 31.
ZPC Meyuk Cheda suggested the PRI members to prepare plan estimates on exact requirement in their respective village with timely submission of schemes. She urged them to maintain proper coordination while preparing schemes for proper implementation for creation of durable assets. DIPRO

Be sensitive towards emotive issues
The draught situation in the country is getting worse with each passing days. Situation is especially grim in the state of Maharashtra. As per the report situation in Maharashtra's Marathwada region has worsened with only 3 per cent water left in its dams now. This is a drastic decline in water storage at this time of the year. Last year during same period the level in Marathwada's dams was much higher at 11 per cent. Similarly drought situation in Karnataka, Madhya Pradesh, Uttar Pradesh, Telangana and Rajasthan are also worsening.
But unfortunately the response of central government towards drought has not been satisfactorily. Union minister for water resources development Uma Bharati recently gave strange statement saying that 'drought is a phenomenon for which it is pointless to plan in advance. While defending central government, she tried to deflect blame by stating that water is a state subject. At a time when drought situation is turning serious this kind of statement coming from a union minister is uncalled for. Without making proper plan how will government tackle the drought problem in the future. They will have to involve various stakeholders and evolve long term strategy. The statement of Uma Bharati is an insult to the draught affected people of India. Politicians especially those occupying important positions should be sensitive towards emotive issue like drought.

Few suggestions
Dear Editor,
Through your esteemed column, I would like to express my thoughts and few suggestions to the Arunachal Pradesh Public Service Commission. It has been several months that APPSC is running without a Chairperson.
I would suggest that Chairperson should be recruited as soon as possible.
In addition, I would also request to prepare a calendar for Arunachal Pradesh Public Service Examination like UPSC. Also, the cutoff marks for both preliminary and mains examination should be made available on the website. This will help the aspirants to prepare accordingly and set their plans. I would also like to suggest that the answer keys of all objective questions should be revealed so that the candidates can check their own answers. This will augment the credibility of the commission.
Another point which I want to endorse is that APPSCE must follow the pattern of UPSC. I strongly feel that optional subjects in Prelims should be removed.
Sometimes, the questions on sociology/geography or any other subject is easier than others. In this way, I think there is some biasness. In order to remove such biasness it should be made common to all the candidates so that the truly deserving candidates may get through not on the basis of his/her expertise in a particular subjects but on the basis of overall knowledge.
Lastly, I would like to request the Commission to consider all these points and try
to incorporate in the APPSCE 2016-
